Valve has published the full rules for tournaments

To address the accumulated differences in the rules of the various Valve-sponsored competitions, the company has published a comprehensive rulebook called «CS: GO Major Supplemental Rulebook» - «CS: GO Major Supplemental Rulebook». Several important changes were recorded, as well as a detailed description of how the managers and qualifiers themselves will be conducted. 

In particular, the way in which the participants in the majors will be determined has changed. Valve has scrapped the ranking system used in the 2020 and 2021 RMR tournament cycles. There will now only be one RMR event in each region between the majors. In addition, teams will not be able to change their lineup between the RMR tournament and the main competition. 

The division into regions will differ depending on the format of the competition: three regions (Europe, America and Asia) will be allocated for offline tournaments and five for online tournaments – . The number of spots each region receives will depend on how it performed at the next major. For example, teams that qualify for the Champions stage will secure their region places in the Legends stage in the next cycle. The number of places at the very first level (Contenders) will remain constant for each region. 

In addition, the document describes other rules that must be followed at tournaments, including how invitations are distributed, the format of each stage, and the requirements for organizers.
